Rowland Heights spans more than one service area. Much of it is on Rowland Water District, and the easterly portion is served by Walnut Valley Water District. Neither one pumps water of its own here, so the first useful question at any given address is simply which of them bills you.
Rowland Water District has no wells of its own. Its 2025 report lists four supplies and every one of them is imported or purchased: Metropolitan Water District surface water from the Weymouth plant, Three Valleys surface water and groundwater from Miramar, and groundwater bought from California Domestic. Across those four, total hardness ran from 97 to 280 ppm as calcium carbonate, roughly 6 to 16 grains per gallon, measured at each source before they are blended together. The district also states in that report that it blends its Miragrand well water with other sources to hold PFOA and PFOS below state notification levels, and that neither is detected in the water leaving the Miramar treatment plant. Hardness is regulated as a secondary standard, a household and aesthetic one rather than a health one, so what it costs you is scale on shower glass, spotting on dishes, and detergent that has to work harder.
